Has anyone ever been fined for wedding on a state beach in Southern California?

I have heard they do not issues permits for weekends in the summer. our dream is to get married at our beach. We are having a quick cermony on the sand, no chairs and tables or anyting decorative. We see people having parties, bonfires and everthing on this same beach, we have done so ourselves….should we just go for it? I am wondering what the fine would be if they shut is down….which would be funny and tacky at the same time. Any advice?
